Foundation Course & Law Degree in UK

My friend's daughter is currently a Form 3 student and plans to study law at a UK university after completing HKDSE. If her HKDSE results are mostly level 4 or 3, is it possible to get admission to a law degree programme at a UK university? If so, what universities should she apply to?
If not, can she take a foundation course at a UK university first in the hope that she can transfer to a law degree pragramme later on?

DSE level 4-3 難以考入法律系，最少要有4-5。Lancaster、Kent、Birmingham相對容易考入。如果只有level4-3，可先選foundation，選擇多不勝數，包括上述三間學校。但不保證一定能升上學位課程，成績要排頭30%。
